1)
Open an account with blogger / Blogspot and create a blog.
2) Go on Edit Blog -> Layout -> Page Elements
For each Xclicks Code / snippets you need to create a gadget
3) Click Add a gadget then pick -> Basic -> HTLM Javascript
4) Insert Lib & Data, Tracker as well as topsite and site of moment snippets from xclicks.
Use un-encoded version for all. For Lib Data and tracker the title blank and use 0 as height. For site of moment use somenthing like Featured sites or site of the moment title and use about 20-50 as height. For topsite use Top Sites as title, Best sites or best referral as title and 100-200 or so as height
5) Add webmaster trade link.
